Conference Training and Workshop Offerings
Title: COA Performance and Quality Improvement (PQI) Training
Date: Sunday, October 3, 2010
Time: 9:00 a.m.- 4:30 p.m.
Location: Hilton Minneapolis

Course Description: This training will provide participants with an in-depth look at COA's Performance and Quality Improvement (PQI) standards and how they apply to consumer credit counseling agencies. Topics discussed will include: COA logodeveloping a quality improvement plan; using stakeholders in the quality improvement process; client file reviews; choosing relevant outcomes and indicators, and more. Also discussed will be issues specific to the accreditation process, including: PQI evidence requirements; the new PQI standards rating guidance; completing the PQI Narrative, and others. COA is pleased to provide this training course free of charge to NFCC Members.

 
David Bach to Keynote Conference

BachDavid Bach has helped millions of people around the world take action to live and finish rich. Mr. Bach is a regular contributor on NBC’s TODAY show and can be seen every Wednesday on it's Money 911 segment. He is also a frequent guest on CNN's Larry King Live, ABC's Live with Regis and Kelly, The View, CBS's Early Show, ABC’s Good Money, Fox News, MSNBC, and CNBC. Mr. Bach has also appeared on The Oprah Show several times and serves as a contributor to Oprah.com.

He is the founder and chairman of FinishRich Media, a company dedicated to revolutionizing the way people learn about money. Prior to founding FinishRich media, he was a Senior Vice President of Morgan Stanley and a partner of The Bach Group, which during his tenure managed more than half a billion dollars for individual investors.

Minnesota Attorney General Lori Swanson to Address Attendees

Lori SwansonLori Swanson was elected Attorney General of the State of Minnesota in 2006. She is Minnesota’s 29th Attorney General and its first female Attorney General. Attorney General Swanson has been an advocate for for the citizens of Minnesota in such areas as predatory mortgage lending, health care, financial fraud against the elderly, utility rate hikes, consumer protection, public safety, and protecting our natural resources.

Lawyers USA named Ms. Swanson one of the top 10 attorneys in America for 2009. The National Consumer Law Center awarded her the Robert Drinan “Champion of Justice” award for her consumer protection work. In 2009, she was awarded the Pro Patria Award for her support of National Guard and Reserve members. The Drum Major Institute of New York cited Ms. Swanson’s predatory mortgage lending legislation as one of the 10 best public policies in the country in 2007.

Attorney General Swanson’s lawsuits against insurance companies that sold unsuitable policies to senior citizens resulted in almost $1 billion in refund offers to consumers. She shut down the largest consumer credit arbitration company in the country after discovering that it stacked the deck against consumers and in favor of credit card companies. She has taken action against companies that sold phony health insurance policies, clinics that deceptively enrolled patients in high-interest credit cards, hospitals that charged usurious interest, and pharmaceutical companies that engaged in monopolistic pricing. She also secured an agreement with Minnesota hospitals not to charge unfair prices to uninsured patients. Ms. Swanson has held utilities to account for excessive rate hike requests, has taken action to stop utilities and propane companies from gouging people on fixed incomes with deceptive fine print contracts, and has stopped cell phone companies from deceptively extending consumers’ contracts without their permission.

Ms. Swanson has filed lawsuits against mortgage consultants that duped homeowners in foreclosure, brokers that sold toxic adjustable rate mortgages, collection agencies that hounded the wrong people, employment agencies that offered bogus promises of help to job-seekers, adoption agencies that tricked prospective parents, trust mills that duped the elderly, and debt negotiation companies that failed to deliver on their promises to help people with their debt. She has also taken action to provide stewardship for Minnesota’s natural resources against nuisance feedlots, invasive species, water pollution, and toxic chemicals.

At the State Capitol, Ms. Swanson has successfully shepherded numerous legal reforms into law among them the enactment of a nationally-recognized predatory mortgage lending law. She has also testified before Congress on multiple occasions in favor of insurance, mortgage, credit card, and consumer reforms. From 2003 to 2006, Ms. Swanson served as Solicitor General for the State of Minnesota. From 1999 to 2002, she served as Deputy Attorney General. Prior to that, Ms. Swanson was an attorney in private practice.

 
Wells Fargo's Kevin Rhein to Present

Kevin RheinKevin Rhein, a 31-year veteran of the financial services industry, serves as executive vice president and oversees all operations for Wells Fargo Card Services and Consumer Lending (CSCL).

CSCL consists of seven businesses that share a common foundation of providing lending and payment solutions for individuals, families and businesses. The CSCL businesses include Consumer Credit Card, Consumer and Business Debit Card/Prepaid Products, Education Financial Services, Global Remittance Services, Personal Credit Management, Rewards and Enhancement Services and Wells Fargo Financial. Under Mr. Rhein’s leadership, the nearly 22,000 team members in these units serve more than 55 million customers in the United States, Canada and elsewhere; and collectively manage more than $110 billion in assets.

Before joining Wells Fargo, Mr. Rhein spent 15 years with Citibank/Citicorp in positions including director of retail banking, director of retail branch operations at Citibank Arizona, and regional director for Citicorp Mortgage.

Mr. Rhein is a member of the Wells Fargo Operating Committee and Fair Lending Committee. He actively promotes financial literacy and serves as an external board member for CFSI (Center for Financial Services Innovation), an organization that assists the financial services industry to identify, develop, and implement innovative ways to serve the under-banked market. He also serves as an external board member for First Children’s Finance, whose mission is to help children thrive and learn by forging relationships that bring economic power and viability to the business of child care.

In January 2008 Mr. Rhein became a member of the Federal Reserve Board's Consumer Advisory Council. The Consumer Advisory Council advises the Board on the exercise of its responsibilities under the Consumer Credit Protection Act and other matters in the area of consumer financial services.

In October 2009, he became a board member of the United Negro College Fund, the nation’s largest, oldest and most successful minority higher education assistance organization. Earlier this year, Rhein became a member of the NFCC Board of Trustees.

 
John Quinn to Provide Economist’s Perspective

John QuinnTo provide conference attendees with a current view of the dynamic American and World-wide economy, join as Dr. John Quinn engages attendees in an interesting discussion on our current economic outlook.

John C. Quinn, PhD, is the Chief Executive Officer of the Rapid City campus of National American University, a position to which he was appointed in July 2008.
 
Over 28 years, Dr. Quinn was a portfolio manager and investment executive for the investment arms of some of the world's largest financial institutions, including J.P. Morgan, Merrill Lynch, Chase Manhattan, Hong Kong Bank, and National Westminster, heading units in New York, Tokyo, Hong Kong, and Singapore. He has been a professional investor for 41 years, and still advises some high net worth individuals.
 
Dr. Quinn has also been an advisor to international funds, a private global investor, a university lecturer, a professional speaker, an entrepreneur, and a consultant. He has appeared in the media on six continents on subjects of economics, investments and international business. He has done business in more than 70 countries.
 
A pioneer in international and emerging markets, he was project director for the first mutual fund in Japanese equities,the Nomura Capital Fund of Japan, in 1976, when he co-authored Why Invest in Japan?
 
He has been active in politics since 1960, from presidential campaigns to local races and worked as a Congressional aide and in the Executive Office of the President as a consultant.
 
Dr. Quinn received his Bachelor's Degree (Intensive Major in Political Science) from Yale, a Juris Doctor from the University of Pennsylvania, a Masters in Corporation Law and a Doctor of Juridical Science from New York University, and a Masters in Comparative Asian Studies from the University of Hong Kong.
 
Dr. Quinn has written two books, Serious Money (2003) and American Zenith (2007). He is currently working on an as-yet-untitled history of American politics since 1854, to be published in 2011.

The Non-member registration rate is $725 per person. Any NFCC Member Agency sending three or more attendees will receive a $400 per person rate for the third and subsequent registrants.

Daytrips/Golf Golf Outing and Day Trip

Plans are set for conference attendees to experience some fun on the links as well as opportunities to explore Minneapolis! The Annual Golf Tournament will take place at the Braemar Golf Course in Edina, MN on Sunday, October 3, so make plans to bring the clubs if you want to participate. A chartered bus will depart the Hilton Minneapolis at 12 Noon on October 3 to shuttle golfers to the course and will return attendees to the hotel at the close of the tournament. Guests will enjoy a beautiful tour of historic Stillwater, a dynamic, growing community nestled into the bluffs of the St. Croix River. Attendees will experience a one-hour narrated tour aboard their bus where historical sites, Victorian architecture, and both past and present Main Street will be emphasized. Following the tour, guests will enjoy brunch and a tour of the elegant Lowell Inn, which is known as the "Mount Vernon of the West." Join for two comprehensive presentations to include Finding Solutions for the Mortgage Crisis and The CARD Act - New Credit Card Rules: What They Mean for You and Your Clients. The mortgage session will engage in a strategic panel discussion to include viewpoints from Fannie Mae, a financial services representative, and from the private sector. This year marks the 37th year of the NFCC's PACE Program, providing your agency with the opportunity to honor the achievements of your colleagues and clients. HildebrantThis year's PACE Awards will consist of three categories: Graduate Client of the Year; Outstanding Individual Counselor of the Year; and Outstanding Individual Educator of the Year. This program provides an outstanding avenue to recognize the skills and determination that your agency exhibits to improve the lives of others. The winners are highly publicized to the news media and other external audiences, offering participating agencies a high-level of visibility for the work that they do to help consumers every day. Special thanks to the distinguished panel of judges for their commitment and support for the PACE awards program and the NFCC.

Recognition Dinner to be held at the picturesque Windows on Minnesota
Windows on MinnesotaThe NFCC Recognition Dinner, featuring the PACE Awards and the “Making the Difference” Member Award, will take place on October 5 at the beautiful Windows on Minnesota. Hailed as the Premier Event Center of the Twin Cities, Windows is located on the 50th floor of the IDS Center and is walking distance from the Hilton Minneapolis. It boasts spectacular panoramic views andaward will provide an especially elegant atmosphere to our memorable recognition program. After dinner a DJ will be spinning the tunes so be sure to pack your dancing shoes for this not-to-miss event!

Making the Difference Member Award
This year also marks the 6th year of the NFCC "Making the Difference" Awards. This recognition program was introduced in to spotlight the unwavering contributions and support that various individuals and organizations have made to the NFCC, its Making the Difference Member Awardmission, its Member Agencies, and most importantly, the American consumers who benefit from our services. The "Making the Difference" Member Award is presented to individuals who have inspired others with their contributions, character, commitment, and leadership. With the various changes, challenges, and successes our Members realize every year, there are many individuals within our membership who deserve to have their contributions and successes recognized. The winner will be announced at the NFCC Recognition Dinner on October 5 in Minneapolis.
 
NWA Training for Counselors to be Offered

NWA logoThe NFCC is pleased to partner with NeighborWorks® (NWA) to offer counselor training opportunities during the NFCC Annual Leaders Conference this fall. Two NWA Place-Based Training (PBT) sessions will be conducted during the conference at the Hilton Minneapolis.

The two PBT sessions to be held are:

  • HO252 Effective Group and Telephone Foreclosure Counseling Strategies (2 days) – October 4&5 and
  • HO275 Reverse Mortgage Counseling: Case Study Practicum (2 days) – October 6&7

Join as presenters Michael Collins, Assistant Professor, Department of Consumer Science, University of Wisconsin, and Laura Scherler, Director of Income Capacity Building, United Way Worldwide, discuss the emergence of new delivery models, such as individual coaching and the creation of one-stop financial stability centers.

Michael Collins
J. 'Michael' Collins studies consumer decision-making in the financial marketplace, including the role of public policy in influencing credit, savings and investment choices. He is currently an assistant professor in consumer science teaching personal finance, as well as a specialist with Wisconsin Cooperative Extension in the area of financial education. He is also supporting the launch of the Center for Financial Security. Mr. Collins founded PolicyLab Consulting Group, LLC, a consulting firm working primarily with national foundations and nonprofits, and also co-founded MortgageKeeper Referral Services, a database mortgage servicers and counselors use to refer distressed borrowers to social services. Previously he worked on mortgage market and asset-building issues for NeighborWorks America (Neighborhood Reinvestment Corporation) and the Millennial Housing Commission. He holds a Masters of Public Policy (MPP) from the John F. Kennedy School of Government, a PhD in Policy Analysis and Management from Cornell University, and a BS in Education from Miami University (OH). Mr. Collins is currently researching consumer responses to foreclosure, the role of default counseling on loan repayment behavior, and the effects of consumer protection policies on mortgage borrowers. He is working with the Annie E Casey Foundation on financial coaching and asset building research, including developing evaluation tools. He is also the lead researcher for several low-income tax preparation programs evaluating strategies to encourage consumer saving at tax time.


ScherlerLaura Scherler
Laura Scherler is the Director of Income Capacity Building at United Way Worldwide. During her seven-year tenure at UWW, she has played a key role in the origination and expansion of United Way’s national asset building work, including the launch of United Way’s national initiative, the Financial Stability Partnership. In addition to her subject matter expertise in the areas of financial stability and asset building, she provides thought leadership on critical community issues, intensive organizational consulting and technical assistance, and exploration of new national initiatives and partnerships. Prior to joining UWW, Ms. Scherler served as a Program Associate at Ashoka: Innovators for the Public, an international nonprofit that identifies and invests in social entrepreneurs.

BearssKarin Bearss
Karin Bearss is a Senior Examiner with the Federal Reserve Bank of Minneapolis.  During her 18 years with the Division of Supervision, Regulation, and Credit, she has worked in a variety of capacities related to the enforcement of consumer protection laws and regulations, including examining member banks for compliance, instructing examiners at Federal Reserve System schools, and developing course materials for such schools.  Currently, Ms. Bearss has responsibility for managing the Consumer Affairs section’s outreach program and monitoring consumer compliance regulatory changes.  She has a B.A. from the University of Wisconsin-Madison and a J.D. from the University of Minnesota Law School.

Exciting Workshops Confirmed – Grant Symposium!
A number of workshop sessions will be offered in Minneapolis to include topics on Innovative Agency Programs and a consolidated workshop on COA Performance and Quality Improvement (PQI). In addition an exciting 90 minute Grant Symposium will be conducted by Kathy Ingram, PhD, entitled: Securing Federal Funds: Unlikely Partnerships; Unlikely Sources; Unlikely Strategies. As federal Stimulus Funds (American Recovery and Reinvestment Act, ARRA) sunset in February 2011, unprecedented volumes of new federal funding become available within the health care sector through the Affordable Care Act (ACA). Other sources of federal funds purposed at promoting family financial stability remain available, yet may be somewhat obscure, difficult to identify, or keenly competitive. This fact-filled 90 minute session will explore and identify funding sources from unlikely partnerships to assist NFCC Members in securing more critical funding! Extensive attendee discussion to occur - not to miss!
 
Creditor Relations Update

Two key creditor focused sessions have been scheduled in Minneapolis we will provide updates from the Operational Efficiencies Convening Meeting and the recent July session where representatives from the credit counseling sector met to develop solutions to improve the operating environment and create a more successful consumer experience. Learn more about what transpired during the meeting and how we can all work together to do things better, faster, cheaper to benefit our customers. In addition, our traditional Creditor Breakout Sessions will provide attendees the opportunity to meet with key creditor partners in small group settings to discuss important DMP topics ranging from the Concessions Call to Action and operational efficiencies to funding, process, and policy considerations with participating agencies and creditors.
