Job Description: ESSENTIAL FUNCTIONS:

The Executive Director serves as chief executive officer and principal administrative officer for Housing and Credit Counseling Inc. (HCCI).

While responsible for oversight of the organization, the executive director is to be visionary for the organization; identify new funding opportunities and/or new revenue sources; spearhead positive changes to move the organization forward in its mission to serve the needs of its clients. The Executive Director is also to be a passionate advocate for housing and credit counseling in Kansas with local and state agencies, community organizations and political groups. And is to collaborate with organizations, ad-hoc groups, and a variety of local and state forums to educate and foster support and enhance public interest for HCCI services and its programs.

The Executive Director will be responsible for achieving economical, productive performance, forward-looking programming and constructive growth of the agency.

Activities of the Executive Director must conform to Board policies concerning mission, objectives, service structure and constraints on authority.

DUTIES, RESPONSIBILITIES AND AUTHORITY

êTo oversee the day-to-day operations of HCCI and shall carry out polices and programs authorized by the Board of Directors in compliance with applicable state and federal regulations and statutes and maintain accreditation through the Counsel of Accreditation.

êTo be responsible for general administration including: personnel management, facilities and office management, budgeting and control, financial and statistical reporting and, in conjunction with other professional staff members, shall be responsible for program development and operations necessary to fulfill the mission and purpose of HCCI.

êTo secure, assign and use resources necessary to meet client outcomes and provide excellent client service through the objectives established by the Board. Plans and monitors annual budgets in conjunction with Board and appropriate committees. Coordinates revenue promotion and retention programs.

êBroad oversight of grants, program income and program-related special events.

êWorks with Board on fund-raisers, contributions (individual, church and civic groups), and related communication and retention activities.

êTo establish a sound organizational structure with appropriate staffing of the agency and delegation of responsibility. To employ, organize, educate and motivate staff.

êDirects and coordinates all approved programs, projects and major activities of the staff.

êResponsible for direct and indirect supervision of all agency activities, reporting, and timely evaluation of all programs and personnel.

êStays advised of current agency-related events and encourages staff and volunteers to do so as well.

êFacilitates use of volunteers in all aspects of agency operations to the extent reasonable and possible.

êTo establish policies and procedures to achieve Board objectives, meet client outcomes and provide excellent client service. Such policies and procedures shall be consistent with Board objectives and may not violate constraints on Executive authority established as Board policy.

êTo work collaboratively with the Board to develop a shared vision, provide information and counsel to the Board concerning community needs, organizational issues, and other areas of special expertise relating to the field of housing and credit counseling and the operation of HCCI.

êTo represent HCCI in relationship with state and federal agencies, clients, staff, and the community at large in a manner consistent with Board objectives and policies.

êTo keep HCCIs Board and staff informed of issues, legislation and changes in the service environment which may impact policy and procedure. Works to create and sustain positive internal communication among current staff, Board, volunteers, alumni in all three areas, and community supporters to create a sense of vitality in the context of historical strength.

êTo implement an organizational planning process consistent with HCCIs mission and which specifies goals and objectives to be accountable to be accomplished within defined time periods for Board approval.

êTo monitor and evaluate the performance of HCCI, its services and personnel in terms of effectiveness, efficiency and client satisfaction and to report outcomes in various areas to the Board.

êTo continuously improve the performance of HCCI Inc. its services and personnel based upon the results of evaluations and comparative data relative to the housing and credit counseling field.

Qualifications:

Education and Knowledge:

Bachelors degree required; preferably in business administration, marketing, finance or other related field. Intermediate computer expertise in Windows, Microsoft Office and Internet environments is required. Advanced degree in management or business administration preferred. Knowledge about state and federal housing and credit counseling regulations is preferred.

Experience:

Minimum of five years experience in the senior level of management or administration with experience in, but not limited to, facility operations, finance, program management, and human resources management is required. Prior successful experience at the Chief Executive Officer or Executive Director level for organizations of no less than 10 employees is preferred. Relevant graduate level education may substitute for the required experience. Prior non-profit experience is preferred.

Judgment and Complexity:

Knowledge of principles and practices of credit counseling, principles and practices of office management; ability to prepare and present clear and concise written and oral reports; ability to understand and carry out complex oral and written directions; ability to understand and prepare complex budgets; and the ability to demonstrate initiative, integrity, sound judgment and tact.

Employee Relations:

Five years experience effectively managing and motivating diverse personnel; proven ability to plan and organize staff for improved effectiveness and efficiency.

Leadership:

Experienced at developing cooperative and collaborative working relationships with multiple local and/or national, public and/or private organizations. Must be visible in the community as a positive role model and demonstrates high integrity and credibility.

Financial:

Experienced in developing and managing budgets, allocating funds within the budget and ensuring the organization operates within the budget. Proven ability to develop new income streams; maintain financial stability; expand services to indigent. Able to ensure quality services delivered by a financially sound organization.

Working Conditions:

Works in an office atmosphere of urgency, judiciously and promptly handling questions, analyzing documents and situations for decisions; developing collaborative relationships. Requires diplomacy and tact.

Local, statewide and some national travel is required.

Reporting Relationships:

1. Reports to the Board of Directors.

2. Supervises four to five direct reports: Executive Agency Coordinator, Director of Finance, Director of Grants, Director of Operations, and Director of Education (to be added).

Evaluation:

The Executive Director shall be evaluated by the Board of Directors in terms of: 1) the degree to which HCCIs objectives are being met, 2) the degree of employee, peer and governmental agency satisfaction, 3) identified client outcomes are met or exceeded, and 4) whether the Board policies regarding the Executive constraints are observed.

Job Summary Supervises and coordinates activities of counselors engaged in carrying out departmental objectives by performing the following duties.

Essential Duties and Responsibilities include the following. The Director of Program Services may assign other duties.

Oversees Housing Education programs and partnerships. On a daily basis monitors the counseling needs in relation to the demand for counseling sessions and works with the Housing Program Coordinator to add appointments where necessary. Serves as the primary liaison between CCCS and partners.

Contributes to the annual HUD grant or any other applicable grant.

Performs counseling duties when needed.

Checks voice mail messages on the daily basis, returns calls and handles requests from brokers and lenders.

Reviews work load, schedules, assignments, status of on-going work, and available counselors for work assignments and prepares reports in order to plan department activities.

Reviews and approves timesheets and tracks employee attendance and reviews company attendance policies with employees as needed.

Complete timely Performance review and quarterly meetings with direct reports.

Reviews counseling sessions, reports, paperwork, and other records prepared by the counselors for clarity, completeness, accuracy, and conformance with agency policies. Performs quality improvement duties in conjunction with agency quality improvement guidelines.

Coordinates work activities of counselors with other departments to prevent delays in action required or to improve services to clients. Assists counselors with complex or unusual counseling situations.

Conducts housing education workshops in the community, and for housing partners. Responsible for community involvement with city and state agencies, participation in community-wide housing events as representative of the agency, and otherwise responsible for assisting in the implementation of the agency's strategic business development plan.

Answers questions and recommends corrective services to address customer complaints.

Plans and conducts, or arranges for new and on-going training of staff.

Studies and standardizes procedures to improve efficiency of subordinates.

Works with management to establish and achieve departmental goals and to develop policies and procedures in the development of long range plans for the department.

Maintains harmony among workers and resolves grievances.

Supervisory Responsibilities

Directly supervises counselors in the Housing Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree from four-year college or university; and/or one to two years direct supervisory related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations

Must successfully pass counselor certification examinations.

Other Skills, Abilities

Must successfully complete internal training program.

Must be able to work flexible hours as necessary. Ability to travel to workshops locations, and transport presentation materials is required. Experience or interest in finance, budgeting, non-profit work, housing, real estate, mortgages, delinquency intervention, foreclosure prevention, loss mitigation is beneficial, Experience in supervising a team of individuals and management is a must. Bilingual Spanish skills a plus!

Summary:

Credit and Housing Education Counselors work with individuals on a personal money management level by performing budgets, analyzing income and itemized expenses before outlining a realistic strategy of establishing savings, getting out of debt, or foreclosure prevention.

Counselors work with individuals and families on personal and family financial problems such as excessive spending and borrowing of funds.

Counselors also provide information to clients including, but not limited to bankruptcy, collection action, court judgments, credit education, credit reports, housing issues, consumer protection laws, student loans, wage attachments, etc.

Credit Counselors specialize in helping individuals get out of debt by either utilizing our Debt Management Program, communicating directly with their creditors or establishing a plan on their own with the help of the counselor. Credit Counselors may also work with people in establishing a savings plan and provide individuals with educational materials on personal finance.

Housing Education Counselors specialize in Early Delinquency Intervention and work with individuals in establishing a plan to keep their home and avoid foreclosure by working with their client on a budget level, providing materials to the client on how they may communicate with their lender or contacting the lender directly in an effort help the lender and mortgager find a resolution and establish and alternative repayment plan.

Additional responsibilities:

Produces a written action plan that supports the counselor's conclusion as to the course of action that promotes the client's best interests or the client's choice of action.

Performs elements of on-going casework as needed to provide service and problem-solving assistance for client inquiries and account management.

Answers incoming calls from consumers; discusses agency services and schedules appointment for appropriate services as necessary. Provides information and referrals to consumers to internal resources, community resources and other organizations.

Education and/or Experience

Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training (EAP, financial services, counseling, banking, credit and collection); or equivalent combination of education and experience.

Computer Skills

To perform this job successfully, an individual must have knowledge of Spreadsheet software, Word Processing software, and Internet research software.

Certificates, Licenses, Registrations

Must successfully pass NFCC Counselor Certification exams within 6 months from date of hire. Must successfully pass Counselor Issues exam within 3 months from date of hire. CRR and CIC Certification within 12 months from date of hire.

Other Requirements:

Ability to work flexible hours as necessary. Two evenings and two Saturdays per month may be required.
